GUJARAT
Gujarat’s GST revenue up 34% in October
Gujarat’s revenue through goods and services tax (GST) grew by 34% in October this year
against the same month in 2019. Figures provided by the state commercial tax
department suggest that Gujarat received Rs 2,733 crore in revenue through state GST and
integrated GST in October 2020, up Rs 696 crore from Rs 2,037 crore in the same month last
year.
Total GST collection from Gujarat also showed growth. According to data furnished by the
Union ministry of finance, GST collection was Rs 6,787 crore in October 2020, up 15%
against Rs 5,888 crore in the same month last year.
With this, Gujarat registered the third highest growth among the manufacturing-heavy
states of India in tax collection. The state was only behind Andhra Pradesh which clocked a
GST collection of Rs 2,480 crore with 26% growth year-on-year and Haryana which clocked
Rs 5,433 crore at 19% growth.
Interestingly, in absolute terms, Gujarat’s tax collection growth was the highest among
manufacturing states at Rs 899 crore for the month of October.

World Tsunami Awareness Day: 5 November
World Tsunami Awareness Day is observed across the world on 5 November.
The day is celebrated to spread awareness among people across the world in matters
related to the dangers of tsunami.
In December 2015, the UN General Assembly designated 5 November as World Tsunami
Awareness Day, calling on countries, international bodies and civil society to raise tsunami
awareness and share innovative approaches to risk reduction.
World Tsunami Awareness Day was the brainchild of Japan, which due to its repeated, bitter
experience has over the years built up major expertise in areas such as tsunami early
warning, public action and building back better after a disaster to reduce future impacts.

India-UAE High-Level Joint Task Force

The Joint Task Force (JTF) was created in 2012 as a forum for further deepening the already
strong economic ties between the India and UAE

The mechanism has assumed importance as the two countries entrench the Comprehensive
Strategic Partnership agreement signed in January 2017.

The two countries noted the good outcomes achieved by the Joint Task Force (JTF)
expressed satisfaction to the level of bilateral trade and investment to date.

Both countries also agreed to maintain their dialogue and further build on the considerable
achievements of the Joint Task Force.

And also they discussed problems related to the development and operation of UAE-based
funds to invest in India.

NATIONAL
Kerala, Tamil Nadu and Goa best-governed states in India: PAI Index
Kerala has adjudged the best – governed state in the country while Uttar Pradesh (UP)
pushed to the bottom in the large states category, according to the PAI – Public Affairs Index
2020 released by the Public Affairs Centre.
Four southern states, Kerala (1.388 ), Tamil Nadu (0.912), Andhra Pradesh (0.531) &
Karnataka (0.468) stood in the 1st four ranks in the large state category in terms of
governance.

Uttar Pradesh (-1.461), Odisha (-1.201) & Bihar (-1.158 ) were at the bottom of the ranking.
In the small state category, Goa ranked 1st with (1.745), followed by Meghalaya (0.797) and
Himachal Pradesh (0.725).
The worst performers with negative points are Manipur (-0.363), Delhi (-0.289) &
Uttarakhand (-0.277), according to the PAC report.
Chandigarh emerged the best – governed union territory in the category of UTs with (1.05)
PAI points, followed by Puducherry (0.52) & Lakshadweep (0.003).
Dadar & Nagar Haveli (-0.69), Andaman, Jammu & Kashmir (J&K) (-0.50) & Nicobar (-0.30)
were the least performers.
By the PAC, the governance performance is analysed in the context of sustainable
development defined by 3 pillars of equity, growth and sustainability.
Chandigarh became the best-governed union territory (UT) in the category of UTs with
(1.05) PAI points, followed by Puducherry (0.52) & Lakshadweep (0.003).
ASER survey 2020 report
Recently, the Annual State of Education Report (ASER) survey has been released, which
provides a view into the levels of learning loss that students in rural India are suffering, with
varying levels of access to technology, school, and family resources resulting in a digital
divide in education.
The ASER survey shows a small shift in enrollment from private to government schools,
across all grades and among both girls and boys.

The survey shows that while the proportion of children not currently enrolled for the 2020-
21 school years is higher than the equivalent figures for 2018, these differences are small for
most age groups.
Among enrolled children, more than 60% live in families with at least one smartphone. This
proportion has increased enormously in the last two years, from 36.5% to 61.8% among
enrolled children.
ASER is a household-based rather than a school-based survey. This model enables all
children to be included – those who have never been to school or have dropped out and
those in government schools, private schools, religious schools, etc.
In every rural district, 30 villages are sampled. In each town, 20 randomly selected
households are surveyed. Information on schooling status is gathered for all children living
in sampled households in the age group 3-16.
Children in the age group 5-16 are analyzed in basic reading & basic arithmetic. The highest
level of reading analyzed corresponds to what is expected in Std 2, this test was
administered in 16 regional languages.
This model has included household size, parental education, and some information on
household assets in recent years.
The ASER survey model has been adapted for use in several countries worldwide: Kenya,
Uganda, Tanzania, Pakistan, Mali, and Senegal.
